Geographic Bid Modifiers

Geographic bid modifiers raise or lower bids based on where the user is: country, state, city, postal code, or a radius around a point. Many advertisers run one national campaign even though CPA varies a lot by region. Geo adjustments move spend to the places that pay back.

How it works

Acquisition cost varies by location because of competition, local demand, cost of living, and audience fit. One region may convert at half the cost of another for the same product. Geo targeting lets you match spend to those differences. It matters most when margins, inventory, or demand differ by region. Note that in Google Ads, location bid adjustments are ignored by Smart Bidding strategies such as target CPA and target ROAS. With those, you control geography by splitting campaigns or excluding locations.

How to do it

  1. Export performance by location. In Google Ads, use the Locations report. In Meta, use the region breakdown. Use at least 30 days of data.
  2. Rank regions by CPA or ROAS. Sort them into tiers: bid up, no change, bid down, and exclude.
  3. Apply the tiers. In Google Ads with manual bidding, use location bid adjustments. With Smart Bidding, put each tier in its own campaign with its own target. In Meta, create separate ad sets or campaigns per geo tier.
  4. Start with small changes, such as a modest increase for top regions and a modest decrease for weak ones, then adjust.
  5. Test local creative in your best regions, such as naming the city or noting local delivery.
  6. Review location reports monthly. Set alerts for regions where CPA passes your limit.

What to measure

  • CPA by location: CPA for each state, metro area, or postal code that has enough conversions to judge.
  • Blended ROAS before and after: total ROAS for the period before and after the geo changes.
  • Spend share vs. revenue share: each region’s percentage of spend compared with its percentage of revenue.

Best practices

  • Start at state or metro level. Go to postal codes only when each area has enough conversions.
  • Combine geo with time of day. A region may perform well during business hours and poorly at night.
  • For ecommerce, include shipping cost and delivery time per region in your margin math.

Common pitfalls

  • Acting on too little data. Set a minimum number of conversions per region before adjusting.
  • Excluding regions that only need lower bids. A lower bid still captures cheap conversions.
  • Setting adjustments once and never updating them. Regional performance changes over time.
  • Applying location bid adjustments to Smart Bidding campaigns, where they have no effect.
